About Us
Founded as a 501 (c) (3) in April, 2024, CIPO Inc is an independent non-profit think tank focused on advancing climate action, international cooperation, and promoting better global governance.
Our organization conducts evidence-based research, and produces knowledge and data to support the development of science-based public policies. Our focus covers key areas such as climate change (including just transition, environmental protection, and sustainable development), social justice (encompassing human rights, gender equality, and racial equity), and global governance (involving international cooperation, peace and security, and international trade).
The organization also promotes dialogue and coordination between multiple actors and supports strategic advocacy to influence public policies, connecting the local to the global.
CIPO Inc places the respect for human rights at the core of its mission, embracing a people-centered approach as a guiding principle for its research, communication and advocacy efforts. By addressing the intersection of environmental justice and human rights, we strive to ensure that environmental policies are inclusive, equitable, and centered on the needs of the most vulnerable communities, particularly those disproportionately affected by climate change.

She holds a master's degree from the Department of International Development at the University of Oxford (UK) and a bachelor's degree in International Relations from the Pontifical Catholic University (PUC) of Rio de Janeiro.
She is Co-Director of the Global Governance Innovation Network (GGIN) and serves as a member of the Advisory Board of the Think20 (T20). Folly regularly publishes in national and international media outlets and policy journals. She is also a co-author and co-editor of the books "Brazilian Foreign Policy and Climate: Pathways to an Environmentally Responsible and Socially Just Brazil" and "Environmental Crimes in the Amazon: Lessons and Challenges from the Frontline."
Maiara Folly
Holds a graduate degree in Business Administration from IBMEC-RJ. He also has extensive experience in carrying out the financial management of non-profit organizations, having previously worked at the Institute of Technology and Society (ITS-Rio), Igarapé Institute and Coding Rights.
Max Holender
Holds a degree and a master's degree in International Relations from the State University of Rio de Janeiro (UERJ). She has over 20 years of professional experience and has worked in the public and private sectors, the UN system, think tanks, and civil society organizations in the following areas: project management, research, team management, strategic planning, institutional development, fundraising, and advocacy.
